Maharashtra Housing Federation to Offer Single-Window Clearance

In order to fast-track affordable housing development in Maharashtra, the Maharashtra State Cooperative Housing Federation has proposed a single-window clearance system for all housing projects. The suggestion comes after the federation’s recommendation for the state’s new draft housing policy, which is currently under review.

The Federation members have argued that streamlining the approval system would ensure fairness, enhance transparency and will encourage eco-friendly construction practices. The expert director of the federation Advocate Shreeprasad Parab, noted that the developers currently spend around 15% of the flat’s cost upon obtaining different approvals, a figure that would significantly reduce with an integrated single-window system. The federation has also recommended a unified commencement system. It also recommends a unified commencement certification that further simplifies the process and incentives such as FSI/TDR benefits and premium waivers for self-redevelopment.

Housing Challenges that are Focused on Draft Policies

According to the drafting policy released 17 years ago, it aims to address the state’s housing challenges, mainly for the Economically Weaker Sections (EWS). Specific initiatives have also been outlined for working women, senior citizens, and industrial workers and aims at highlighting a commitment to inclusivity.

Government’s Focus on the Single-Window Clearance

Atul Save the Maharashtra Housing Minister has emphasised that the new housing policy will prioritise single-window clearances and adds ease of doing business initiatives to expedite the project approvals and completions. The government has aimed to achieve its “Housing for All” goal by encouraging greater participation from the developers and investors.

Maharashtra is currently grappling with a shortage of substantial housing – especially in the urban centres. The state has a targeted construction of about 19 lakh homes by the year 2027. The robust housing policy has been deemed crucial to overcoming the challenges while promoting sustainable development and providing affordable housing for all the segments of the society.

Stakeholder Inputs Under Review

The state government is currently reviewing suggestions from stakeholders, including the federation’s recommendations, before finalising the policy. If adopted, these proposals could pave the way for a comprehensive housing policy that meets the diverse needs of Maharashtra’s citizens while fostering rapid and sustainable housing development.
